Public administration is concerned with the implementation of governmental policy that serves the wide population, carrying political activity and decision into actions and developing public programmes for the well-being of the society and the citizens. The aims of public administration are linked to democratic values like equality, security and justice.

Public administration makes use of several other disciplines such as: organisational behaviour and theory, finances, human resources, politics, law and even ethics and philosophy. Comparable to business administration, public administration distinguishes itself through the non-profit orientation of the administrative activity. Like an MBA, a Master in Public Administration (MPA) is vital for students willing to pursue successful careers in the public sector, working in governmental institutions, departments and agencies.

After pursuing a course degree in public administration, graduates should be able to analyse the nature and the causes of social problems, understand interests and values of various stakeholders, design solutions to problems and implement or mediate the implementation of the solution.

This fully online module focuses on institutions, which are critical for the success of development processes and social change. Development managers, in the public and private sectors and in non-government organisations (NGOs), need the capacity to analyse the institutional landscape, and to use and adapt existing institutions – or create new ones – to promote development. They also need the capacity to build good relationships between the many organisations working for change. The module explores theories and concepts, policy and practice, in a variety of fields. It examines the strategic importance of inter-organisational relationships and provides tools for promoting institutional development.
